Three In One for Children
Three In One for Children, Corp. is a 501(c)(3) intelligence nonprofit based in Phoenix, Arizona, operating as the Intel Center. We exist for one reason: when a child goes missing, the information needed to find them usually already exists — scattered across platforms, jurisdictions, and databases — and the bottleneck is turning those fragments into something a responder can act on. We are the intelligence layer between fragmented information and the people authorized to recover the child.

WHAT WE DO
Our analysts take the digital traces a case leaves behind — open-source intelligence, digital forensics, geolocation signals — and convert them into actionable leads, delivered to the law-enforcement agency that owns the case. We do not enter the field and we do not provide services to victims. Every operational decision belongs to law enforcement; our job is to make the people who act faster and better informed. Our support is provided to every agency at no charge — a principle that does not change.
HOW WE OPERATE
An Intelligence Center runs 24 hours a day, 7 days a week, 365 days a year, staffed by professionals each bringing twenty to forty-seven years of experience in military and law-enforcement intelligence, forensic analysis, network engineering, and investigations. Every team member passes an annual background check and drug screening. The center is CJIS-compliant, with NIST and FedRAMP alignment underway. Case information is handled with strict confidentiality — under a non-disclosure agreement whenever a partner requests one — and investigations are conducted from a non-disclosed location for the safety of staff and the integrity of the work.
OUR RESULTS, IN OUR OWN WORDS
Since May 2026: 48 cases opened; 35 law-enforcement agencies served across 15 states; 24 children confirmed recovered; 21 active cases; and 24 arrests referred to a prosecutor. Three In One for Children
Dr. Stephen Inocencio is the founder and chief executive of Three In One for Children. He spent more than thirty-five years in cybersecurity, intelligence operations and investigations before founding it — as a CIO, a CISO, and a global professional services executive whose work spanned seventy-six countries — with operational experience across cyber intelligence, open-source intelligence, signals intelligence and human intelligence, alongside federal, state and local law enforcement, Department of Defense partners and private recovery organizations.
He runs this organization the way he built those teams. The intelligence line rings three phones at once, and his is one of them. He assigns every case to a named investigator himself, and no report reaches a police department until he has read it. Twenty-six volunteers work alongside him, and none of them is paid from the mission's funds.
A devoted Christian, he strives to put Jesus first in all things. His faith is the foundation of this organization’s work: to bring hope, support and every possible resource to the search for a missing child.

Saleh leads Three In One's funding strategy, grant applications and institutional partnerships. A development consultant with more than fifteen years of experience in nonprofit fundraising and grant writing, he works with the organisation's law-enforcement partners, foundations and corporate supporters to secure the resources behind every case. He is based in Dhaka, Bangladesh.

We work alongside law-enforcement agencies in Arizona and beyond, and with mission partners including Veterans For Child Rescue, the Foundation Sentinel, LH Defendex, 5IRON Security, and a national case-referral partner. Technology, Automation and Intel Software System partners provide the intelligence platforms that let a small team perform like a large one.
